Revival of liberal arts education based on world experience

1. The aim of the project: to strengthen cooperation between the EU countries and the ENPI countries in the post-Soviet region, to promote the modernization and academic research of partner universities from third countries.

2. Objectives of the project:

  • creating a long-term network of partners who collaborate in research, share knowledge and strive for the highest standards in the humanities;
  • advancing research into the realm of human experience and expanding knowledge of the human world through scientific activities;
  • initiating the creation of new educational courses, trainings for students and employees of administrative departments of universities.

3. Brief description of the project:

The project is being implemented by a consortium of universities in Western Europe - Bulgaria, Greece, Estonia, Germany, Italy and Sweden - together with universities in Belarus, Ukraine, Armenia, Azerbaijan and Georgia. The overall project management is entrusted to the Athens National University. Kapodistrias (Greece).
Within the framework of the project, representatives of partner universities have the opportunity to study and internships in 7 universities from the European Union, while the travel and accommodation costs of exchange participants will be fully covered by the donor funds. The total number of academic exchanges envisaged by the project is 135, of which 27 are for Belarus. At the same time, the following types of mobility are included: internships for students for a period of up to a year, short-term and long-term (degree) internships for undergraduates, internships for graduate students and young scientists for a period of 10-12 months and short-term internships for teachers for a period of 3 months. Organization of academic exchanges is carried out in the form of competitions, which take place 2-3 times during the life cycle of the project.
The specified project of international technical assistance is aimed at the development of academic mobility, which in turn is a significant factor in the modernization of various elements of the higher education system of the Republic of Belarus and its integration into the European educational space.

4. Brief plan of project activities:

1) technical support for the preparation of a base for exchanges - carried out by each project partner: announcement of competitions, organization of selection of candidates, preparation of necessary documents, support of visa issues, transfer of loans, etc.);
2) technical assistance in the implementation of exchanges;
3) monitoring and disseminating the results of exchanges carried out by Belarusian partner universities: issuing certificates and other necessary documents to exchange participants, academic recognition of the results of exchanges, developing new curricula / programs; exchange of experience of internships.
4) project management in the Republic of Belarus: monitoring of each stage of the project (selection of participants, implementation of mobility, recognition of the results of mobility, preparation of interim reports, etc.), financial management of the project, communication between project partners, preparation of meetings with partners;
5) providing information to the main partner when developing, launching and updating the project site;
6) participation in working meetings.

5. Expected results:

1) the potential of the university has been strengthened and the quality of education has been improved;
2) the knowledge and competencies of university employees have been increased;
3) the knowledge of students in the field of their qualifications is deepened, which makes them more prepared for an academic career, independent life and more competitive in the labor market;
4) expanded opportunities for training and research abroad, establishing international contacts in the field of education and science.

8. Project results:

The project was implemented by a consortium of universities from Greece, Italy, Bulgaria, Sweden, Germany, Estonia, Ukraine, Belarus, Armenia, Azerbaijan and Georgia.

The project envisaged 135 mobility: 108 mobility was allocated to partners from partner countries (of which 27 to Belarus) and 27 mobility to partners from the EU. During the implementation of the project, 24 scientific and educational visits of students, employees and graduates of Belarusian universities were implemented between Belarus and the EU countries (of which 14 are Belarusian scholarship holders and 10 are from EU countries).

Within the framework of outgoing mobility, 4 BSU students completed a 10-month study at EU universities (O. Solovyanchik and A. Okhramenko at Tallinn University, Estonia; D. Davnorovich - University of Salerno, Italy; A. Danilyuk - Ca 'Foscari University in Venice, Italy ).

Along with students, graduate students, doctoral students and teachers took part in academic exchanges from the Belarusian side. 3 postgraduate students of BSU underwent internships in European universities: at Tallinn University in Estonia (postgraduate student of the Faculty of History of BSU A.Shmagun, 10 months); at the Sofia University. St. Kliment Ohridsky in Bulgaria (graduate student of the Faculty of Philology M. Lappo, 10 months), at the Ca'Foscari University in Venice in Italy (graduate student of the Faculty of Philosophy and Social Sciences E. Zhuk, 6 months).

PhD student of the Faculty of Philology T. Nikitenko completed a 6-month internship at the European University Viadrina in Germany. Associate Professor I. Nalivaiko (6 months) and Professor L. Titarenko (1 month) of the Faculty of Philosophy and Social Sciences completed an internship at the Ca'Foscari University in Venice. Associate professor of the Faculty of Law O. Petrova completed a short-term internship at the University of Salerno.

E. Serzhan, an employee of the International Relations Department of BSU, completed a short-term internship at the international office of the European University Viadrina (Germany).

Within the framework of incoming mobility, BSU accepted 2 teachers for short-term internships (Z. Nikolova from Sofia University named after St. Kliment Ohridski, Bulgaria - Faculty of Philology; A. Klipa from European University Viadrina, Germany - Faculty of History) and 1 administrative worker ( M-L. Kesplake from Tallinn University, Estonia - International Relations Department).

Within the framework of incoming mobility, BSU also accepted 6 students for a semester for the purpose of exchange studies at the Faculty of Philology and the Faculty of Philosophy of Social Sciences (E. Orfanidau, V. Iliopoulos, K. Evangelotos, E. Martou, E. Basani, I. Khitiri) from Athens National University. Kapodistrias (Greece). 1 undergraduate M. Bernardi from the Italian Ca 'Foscari University in Venice also studied at the Faculty of Philology of the Belarusian State University for 2 semesters.

2 undergraduates in 2 target group (I. Petushenko and O. Velichko) completed 2-year training at the Ca 'Foscari University in Venice (Italy) and showed the most successful results.

As a result of the project, students studied additional academic disciplines (for example: international relations and organizations, procedural law, international tax law, public international law, psychology and negotiations, information marketing, design theory and methodology, game design, programming, information processing, etc. )

All scholarship holders, without exception, improved their level of proficiency in foreign languages ​​(English, Bulgarian, German, Italian, Estonian).

BSU teachers and postgraduates who took part in academic exchanges collected scientific information and empirical data for scientific research and dissertations, prepared scientific articles and abstracts, including on a comparative analysis of arbitration in Belarus and Estonia, child protection problems and the legal status of children in system of administration of justice, interaction of Belarus with the EU, development of e-government, etc. The training courses “Digital Technologies in Politics and Public Administration”, “Criminal Procedure” and “Maintaining State Prosecutions in Court” were developed taking into account foreign experience.

During an internship at the international office of the European University Viadrina (Germany), an employee of the International Relations Department of BSU E.Serzhan developed and implemented educational

introductory project for foreign applicants "Student for a week". This project is aimed at developing the export of educational services at BSU. Within the framework of the project, foreign citizens have the opportunity to test the educational process of the Belarusian State University within a week, take part in cultural events held at the university, and also take a tour around Belarus.

The fellows took part in conferences and various scientific events: the 18th Round Table of Experts of the Romualdo del Bianco Foundation, the 4th International Conference "Electronic Democracy and Electronic Government" (ICEDEG 2017), the 3rd International Conference on Electronic Governance "Tallinn Conference on e-government 2017 ", the international conference" Twenty-five years after the reunification of Germany ", a joint conference of family lawyers of the province of Salerno and the University of Salerno, dedicated to the 25th UN Convention on the Rights of the Child, etc.

Belarusian participants in scientific and educational exchanges read lectures and made reports for teachers and students of EU universities on the topics “International standards for the administration of juvenile justice”, “Restorative justice and juvenile justice in Belarus”, “Phenomenology of everyday life”, “Digital technologies in politics and public administration ", etc.

The qualifications of the teachers of the Belarusian State University have been improved in the field of jurisprudence, sociology and philosophy. The skills and competencies acquired by employees during study and educational visits abroad, as well as the recruitment of teachers from EU universities, made it possible to improve the institutional capacity of BSU and improve the quality of education. Elements of innovative teaching methods and technologies have been introduced into the educational process, for example, the orientation towards independent study of the material, dialogues with students on problematic issues, practice-oriented teaching methods, etc.

Academic exchanges of teachers within the framework of the HERMES project allowed BSU to establish long-term cooperation with foreign partners. So, at present, BSU, together with the universities participating in the consortium, is implementing 2 projects under the Erasmus + program: "Developing approaches to harmonizing comprehensive internationalization strategies in the field of higher education, research and innovation in the EU and partner countries" with the Russian-Armenian (Slavic ) State University (Armenia) and "Drone Education" with Tbilisi State University Javakishvili (Georgia).

Active work is underway to submit joint project applications for international programs. In 2015, a joint application was submitted with the University of Salerno under the CEI program “Legal Education and the Bologna Process: Italian Experience for Belarus”; In 2016, 3 joint applications were submitted for the Erasmus + program grant competition: “Universal Model of Competence and Methodology for Enhancing Research in Higher Education” (jointly with Linköping University, Sweden), “Changes in the Classroom: Promoting Innovative Learning and Learning to enhancing student learning experience in the Eastern Partnership countries ”and“ Strengthening action on the transfer of scientific results in the Eastern Partnership countries ”(jointly with Tbilisi State University, Georgia). With the participation of Tallinn University (Estonia), the UMC BSU has developed a project application on the topic "Belarusian Association of Specialists in the Internationalization of Higher Education", which is planned to be submitted to the Erasmus + program competition in 2017.

The implementation of the project made it possible to deepen the international interuniversity cooperation of BSU: an agreement was reached with the leadership of the Ca 'Foscari University in Venice (Italy) to conclude an agreement within the framework of the Erasmus + program, key area of ​​activity 1: "Individual mobility for learning"; work is underway to further improve cooperation with the Sofia University. St. Kliment Ohridsky (Bulgaria) and the Athens National University. Kapodistrias (Greece). Agreements have been established with the teachers of the University of Salerno and the University of Luis Guido Carli (Italy) on further cooperation, including in the development of scientific projects within the framework of the EU Horizon 2020 program.

During the implementation of the project, BSU staff and students took part in various cultural and educational events (concerts of the university orchestra, open public lectures by guest professors, master classes of PR-managers, language cafes, dinners on the occasion of arrival / farewell to scholarship holders, celebrations of state holidays within the framework of the university, etc. The internships provided an opportunity for Belarusian students to get acquainted with the culture of the EU countries and the academic traditions of European universities.
