Aims of the project:

The project is aimed at providing opportunities for access to new competencies related to the use of unmanned technologies in professional activities, which relate, in particular, to the use of modern information and telecommunication technologies for unmanned aerial vehicles and data obtained as a result of their operation, aimed at achieving goals and priorities for optimizing professional competencies set out in the strategy of social and economic development of the Republic of Belarus until 2020. And also in terms of creating new jobs, especially for young people.

Project objectives:

  • development of practical and theoretical knowledge at a professional level, in the management and maintenance of drones: mechanical characteristics of drones, sensor equipment, processing and use of the information received;
  • analysis of the legal framework governing the use of drones;
  • providing opportunities for access to new competencies related to the use of drone technologies in professional activities to solve professional problems of various civil services, such as the Ministry of Emergencies, engineering services, operators of telecommunication systems, farms, etc.

Brief description of the project:

The motivation behind the eDrone project (drone training) is to grow the economies and prosperity of partner countries through specialized vocational education and training (VET) programs aimed at increasing the competence of specialists working in strategic directions.

Drones are an emerging technology with great potential for civilian work and services. Thanks to remote control and sensor technologies, drones are able to collect qualitative and quantitative information about the state of the environment during flight. The main areas for civilian use of drones are:

(i) agriculture,
(ii) geodesy,
(iii) aerial photography,
(iv) gas detection,
(v) fire detection,
(vi) monitoring of the state of the environment,
(vii) archeology,
(viii) monitoring of photovoltaic systems,
(ix) monitoring of buildings and structures,
(x) inspection of power lines.

Brief plan of project activities:

BSU, being a partner university, is responsible for theoretical competencies (according to the project program):

  • analysis and development of work plans regarding the legal aspects of the use of drones;
  • BSU specialists undergo training on technology, hardware and software of drones for their various applications for civilian purposes;
  • creation of a drone education training center (OED) with subsequent training at the center of interested specialists;
  • introduction of an information and communication technology (ICT) platform;
  • liaising with the industrial and private sectors through the ICT platform.

Expected results:

  • In the field of education. Teachers and specialists from partner countries' universities will undergo theoretical and practical training on the use of drones. The training course will be prepared and implemented by specialists from European countries. In parallel, a training module will be developed to train specialists in the use of drones for each partner university.
  • In the economic sphere: establishing stable links with the business environment and production.
  • In the social sphere: the introduction of new professional fields of activity into the work environment from industry to the private sector. Development of programs for continuous training and retraining of specialists in the technology of using drones.

Project results and activities

1. Professional development of BSU employees (participation in international conferences, seminars, trainings, etc.)

Retraining and advanced training courses with the issuance of a state-recognized certificate of the Ministry of Education of the Republic of Moldova by teachers from Italy (Sanio University), France (Evry University), Poland (Warsaw Military Engineering Academy), Romania (Galati University) on the development, operation and use of data, obtained from unmanned aerial vehicles. 7 teachers of BSU underwent retraining on the basis of the Moldavian State University Chisinau 2018 and the University of Galati (Romania) 2018.

Coordination meetings of the project consortium based on BSTU (April 2019) and BSU (November 2108 and September 2019)

An audit of the project implementation was carried out by the National Office of ERASMUS in 2018.

2. Improvement of educational / scientific / management activities (development of new and modernization of existing ones: educational programs, methodological support for them, local regulatory legal acts, etc., implementation of best practices in the educational process / management system, etc.)

3 new curricula are being developed and 5 existing curricula for special courses and laboratory workshops for training specialists in the aerospace industry are being modernized. (The project began with a delay of 1.5 years due to long-term coordination with the Ministry of Economy). We have tested and are preparing for implementation in the educational process of teaching in groups and distance learning with the help of materials provided by partners from European universities.

3. Development of scientific and educational infrastructure (creation of educational and auxiliary structures: centers (laboratories) of creativity, specialized classrooms, etc., the acquisition of educational, scientific, office equipment).

An industrial laboratory was created jointly with Belintersat under the auspices of the GVPK. From the enterprise, 2 antenna complexes for long-distance space communications were received free of charge for conducting classes on packet data transmission. aircraft ballistics and digital television. Partnership agreements are concluded with Belarusian universities and enterprises for the development of the project.
