New model of the third level of higher engineering education

in accordance with the recommendations of the Bologna Process in Belarus, Russia and Ukraine

1. Purpose of the project

Ensure that targeted Universities introduce experimental postgraduate programs in higher engineering education in line with the Bologna Process, in line with the 10 Basic Principles of the Salzburg and Bucharest Forums

2. Objectives of the project:

- to develop, implement and accredit new basic and working curricula, including the European system of transfer and accumulation of credits;
- to open new structured postgraduate programs in the target area, consistent with the requirements of the labor market;
- develop an innovative teaching / learning environment for postgraduate programs;
- to bring higher educational institutions of the partner countries closer to the labor market.

3. Brief description of the project

As a result of the project, 8 new basic and 3 working curricula will be developed, implemented and accredited at BSU, BNTU and PSU, an innovative teaching and learning environment will be created, including a joint WEB-platform, a network of DLM offices to support doctors of technical sciences in the labor market, training of managers in new methods and retraining of academic teachers was carried out.
Experimental programs are planned to be developed for the new specialty "Aerospace radio-electronic and information systems and technologies", as well as currently operating: "Optical and optoelectronic devices and complexes", "Materials science (mechanical engineering)", "Mathematical modeling, numerical methods and complexes programs ”,“ Methods and systems of information protection, information security ”.
Based on the results obtained during the implementation of the project activities, methodological recommendations will be developed to improve the system of postgraduate education for submission to the Higher Attestation Commission of the Republic of Belarus.
The goals and expected results of the project are consistent with the Code of the Republic of Belarus on Education and the Regulation on the training of highly qualified scientific workers in the Republic of Belarus, approved by the Decree of the President of the Republic of Belarus dated 01.12.2011 No. 561. The project complies with the priority areas established by the State Program for the Development of Higher Education of the Republic of Belarus on 2011 - 2015 in terms of increasing the international prestige of the Belarusian higher education.

4. Work plan for the project:

- a review of existing postgraduate programs and the development of a model for new structured doctoral training programs;
- development, implementation of accreditation of 8 new basic and 3 working curricula;
- creating an innovative teaching / learning environment;
- opening DLM offices to support PhDs in the labor market;
- development of guidelines for improving the system of postgraduate education;
- quality control;
- dissemination of information on the results of the project;
- project management.

5. Expected results:

- development and adoption of guidelines and a model for a new postgraduate program.

- preparation / publication / delivery of programs, manuals, reference books.
- development of a joint WEB platform and guidelines for its use.
- creation of classrooms for the postgraduate colloquium / laboratories / purchase of equipment.
- Carrying out International Postgraduate Summer Schools at BSU, BNTU and PSU.
- development / adoption of documents for the opening / creation of a network of DLM offices.
- staff training / test work / creation of a network of DLM offices.
- training of leaders / retraining of academic teachers in new methods.
- master classes / test training / test work of the audiences of the postgraduate colloquium.
