Education of foreign citizens at Belarusian State University is carried out in strict accordance with the regulatory legal acts of the Republic of Belarus, as well as international treaties of the Republic of Belarus in the field of education.

BSU carries out educational activities on the basis of a special permit of the Ministry of Education of the Republic of Belarus, the current version  from October 14, 2021 with an updated list of specialties is posted.

All programmes, according to which the BSU trains students, are attested. With a positive decision of the state accreditation body - the Quality Control Department of the Ministry of Education of the Republic of Belarus, information about them is included in the License.

Since 2011, the BSU has introduced and uses a Quality Management System (QMS) for the design and implementation of educational activities, educational work, scientific, innovative and international activities.

Annually, the compliance of the current system with the requirements of the international standard STN-ISO 9001-2015 and DIN EN ISO 9001:2015 is checked in the national certification system and in the German TGA certification system. A certificate of conformity is issued after successful verification by the BelGISS (Belarusian State Institute of Standardization and Certification).

The main regulatory documents for the development of curricula for Master’s Degree programmes are the Educational Code of the Republic of Belarus, the Educational Standard for the relevant specialty, the National Classifier of the Republic of Belarus "Specialties and Qualifications" (NCRB 011-2009).

The admission of foreign citizens to obtain Master's Degree is regulated by the Rules of the admission of persons receiving higher education of the second stage, approved by the Decree of the Council of Ministers of the Republic of Belarus of February 2, 2012 No. 110 (as amended by the Decree of 07.08.2019 No. 526). In accordance with paragraph 29 of these Rules, the terms for enrolling foreign citizens in University are determined by the decision of the Head of the institution of higher education.

In accordance with recommendations of the Ministry of Education of the Republic of Belarus and the lack of flights, the University decided to extend the terms of admission of foreign citizens to study in the 2020 - 2021 academic year under the Master's Degree programmes, arriving after starting of the educational process. For these foreign citizens, an individual curriculum and an individual schedule of the educational process were developed. Due to the later arrival and the need to observe self-isolation for 14 days after arrival, these citizens were provided with access to the materials of the BSU educational platform to participate in the educational process online.

All foreign students of Belarusian State University who arrived after the start of the educational process in the 2020-2021 academic year, in accordance with their individual curricula and schedules of the educational process, were allowed to defend their master's thesis only after they completed all the control measures defined by the curricula of disciplines, exams and tests. The Master's Degree was granted only after the successful defense of the master's thesis adressed to the State Examination Commission.

All Master's programmes have passed state accreditation. All programmes have educational standards, model and current curricula (model and learning plan).

For all academic disciplines, curricula have been developed in accordance with the Procedure for the development and registration of curricula and individual work plans of undergraduates for the implementation of the content of educational programmes of higher education of the II level, approved by order of the Ministry of Education of the Republic of Belarus dated May 27, 2019 No. 405. All curricula are registered and posted in the relevant sections of the BSU Electronic Library (elib.bsu.by).

The BSU has created and uses a modern Electronic Information–Educational Environment (EIEE), which includes a set of information and electronic educational resources, a set of information and telecommunication technologies that provide educational, individual, research activities, measurement, control and evaluation of learning outcomes. An relevant Electronic Educational Content (EEC) has been created, which is posted on the BSU Educational Portal, as well as in the Digital Library. Modern information and communication technologies (ICT) are used in the organization of the educational process. Teachers can use modern ICT to conduct offline and online modes: video lectures, video conferences, forums, discussions, webinars, etc.

A database of Electronic Educational and Methodological Complexes (EEMC) has been created at the BSU. The EEMC includes curricula of disciplines, lecture notes, teaching aids, guidelines, workshops and other educational and methodological materials for each of the academic disciplines.

The quality of the educational process is controlled by attending training sessions by the Head of the department. Based on the results of the control the information is fixed at a Journal for recording the results of attendance and mutual attendance of lectures, seminars and practical classes, including online classes. The departments have developed methodological recommendations for organizing and students independent work in view the significant amount of hours allocated for independent work of students.

The current certification is carried out in strict accordance with the Rules for the certification of students, cadets, trainees when mastering the content of educational programs of higher education, approved by the Decree of the Ministry of Education of 05.29.2012 No. 53.  The curriculum of the the disciplines of accredited specialty provides for such forms of current control as and exam. Based on results of educational and research activity in the semeste Master's students submit a report and a completed individual master's plan at a department meeting. These documents are signed by the supervisor and are approved after discussion. The reports of undergraduates are heard at the Department meeting 2 times a semester.

Today, BSU employs more than 3,800 teachers who hold permanent teaching positions at the main faculties and institutes of the university. Among them are 8 academicians and 11 corresponding members of the National Academy of Sciences of Belarus, 400 professors, doctors of sciences and more than 1400 candidates of sciences.
